7:54:22 PM CHAIR HUGHES announced that the only order of business would be HOUSE BILL NO. 71, "An Act extending the termination date of the Alaska regional economic assistance program; and providing for an effective date." [Before the committee was CS for HB 71(FIN) and SCS for CS for HB 71(FIN).] CHAIR HUGHES noted that the committee was acting under the limited powers of conference. 7:54:39 PM CHAIR HUGHES moved that the Conference Committee on HB 71 adopt sections 1-5 of the CS for HB 71(FIN), Version 28-LS0288\C. 7:54:51 PM SENATOR EGAN objected. A roll call vote was taken. Representatives Johnson, Tarr, and Hughes voted against adoption of Version C. [Senate members were not polled.] 7:55:21 PM The committee took an at-ease at 7:55 p.m. 7:55:51 PM CHAIR HUGHES directed the vote be voided. She then restated the motion to emphasize adoption of the version being voted upon. 7:56:05 PM A roll call vote was taken. Representatives Johnson, Tarr, and Hughes voted in favor of adopting the CS for HB 71(FIN), Version 28-LS0288\C. Therefore, adoption of Version C passed, by a vote of 3-0. Senators Egan, French, and Stedman voted against it. Therefore, adoption of Version C failed, by a vote of 0-3. 7:56:53 PM CHAIR HUGHES moved that the Conference Committee on HB 71 adopt section 6 of the SCS CS for HB 71(FIN), Version 28-LS0288\Y. 7:57:00 PM The committee took an at-ease from 7:57 p.m to 7:58 p.m. 7:59:57 PM CHAIR HUGHES restated the motion to adopt Version Y. 8:00:16 PM A roll call vote was taken. Representatives Tarr, Johnson, and Hughes voted against adoption of SCS CS for HB 71(FIN), Version 28-LS0288\Y. Therefore, adoption of Version Y failed, by a vote of 0-3. Senators Egan, French, and Stedman voted for it. Therefore, adoption of Version Y passed, by a vote of 3-0. 8:00:53 PM CHAIR HUGHES proposed that the committee, having failed to reach an agreement, submit a request for [limited powers of free conference]. She asked members to sign the prepared letter of request, for delivery to the Senate President and Speaker of the House.
